Refund eligibility may change after editorial work begins, a release is published, or distribution is queued. External non-publication alone does not establish a refund right because external coverage is never guaranteed.
Processing states
Requests are recorded as requested, approved, processing, failed or completed. Provider references and manual evidence are stored where applicable.
